A question to that question: Is anything ever truly unchanging? Everything you do changes your life, even in tiny increments.

Yes you can find what your seeking- even if you think things haven't changed. And wouldn't finding it, or even realizing you always had it mean things have changed?
A bit paradoxical this...

If the necessary changes have already taken place to find what ever you are looking for, the answer would be yes. Otherwise no. Even if something is already present, to find it is the result of a deductive process. Everything works on a cause and effect priciple, some would label this as being life. As soon as there are two or more elements a dynamic process is activated.

I believe the point the question is trying to make is that it should always be yes.  The reason is that happiness, peace, all of that comes from within.  No outside changes or influence can change that.  Most people look externally for something to change so they can finally be happy, or relax, or whatever it is that they seek.  If you continue to look outside, you will never find what you seek no matter how long or hard you search.

The answers are always within.

Unless you don`t like what you see inside. How we relate to our environment depends very often on our inner life. Criticism, boredom or doubt come as a result of inner emptiness. From my experience, in situations like this, I could not be 2 mins alone with myself. But you are definitely right, if there are solutions to be found it has to be inside. A good friend, however, can also help with this solution.

All that stuff that you're unhappy with inside is exactly what's causing you to seek for fulfillment outside.  We have to be brave enough to look inside, see what is there for what it is, accept it, and work to transform it.  The more we look at ourselves with judgement and negative feelings, the farther we are from our goals.

When you say "If nothing changes" does that include you?

I think it includes all of us at some point or another. There is a German saying "what doesn`t kill you makes you stronger".

If nothing changes means things that are outside.  Say you want more money, so you are finding ways to make money.  You believe you will be happy once you get that money.  But when you stop and work internally you'll find that you can be happy even without that money.

That`s ok Jax. I`ve understood and fully agree. As a former religious this is an exercise I`ve been working at.
